Kimberly W. Mooers

Executive Director

Kim joined RIHEBC as the Executive Director in August of 2018. Her public finance career began in 1994, when she became an Analyst in BayBank’s small municipal department in Boston. Since then, she has served in the roles of public finance investment banker, issuer, and municipal advisor, most recently as Senior Vice President and Manager of UniBank Fiscal Advisory Services in central Massachusetts. Kim is a Board member of both Boston Women in Public Finance and the National Association of Health and Educational Facilities Finance Authorities (“NAHEFFA”). In addition, she chairs the Conference Planning Committee for NAHEFFA. Kim earned a Bachelor of Arts degree from Northwestern University, and a Master of Business Administration from Boston College. When she is not hunkered down at her RIHEBC desk, you can find Kim at her local gym teaching fitness classes or spending time with her husband and two kids.

Scott P. O’Malley

Chief Financial Officer

Scott joined RIHEBC in 1995 as an accountant and currently serves as the Chief Financial Officer of the Corporation. In addition to managing the finance and accounting activities of the Corporation, his responsibilities also include administering employee benefits. Scott is a member of the Government Finance Officers Association and the Association of Government Accountants. He earned a Bachelor of Science degree in Finance from Providence College and a Masters of Business Administration from Bryant College. In his spare time, Scott enjoys cycling, reading, traveling, and spending time with his wife and two children.

Jenn Almeida

School Building Aid/Funds Manager

Jenn started at RIHEBC in the fall of 2007 as the State Housing Aid Coordinator and has since been promoted to her current role of School Building Aid/Funds Manager. She holds primary responsibility for the administration of School Housing Aid and SBA Capital Fund grants for Rhode Island’s public school districts and charter schools. Through her hard work and dedication, Jenn has ensured that the state’s school construction projects receive their share of state aid in a timely fashion. She is always willing and able to devote time away from her main duties to assist with other critical projects, such as the development and data management of RIHEBC’s new database. Jenn always endeavors to educate herself on up to date practices and is also taking online courses. Prior to RIHEBC, Jenn worked in the insurance and banking industry for nearly ten years, including work as a licensed real estate professional with Century 21 in the beautiful coastal community of Bristol. Outside of her professional life, Jenn enjoys researching healthy eating, food allergies, meal-planning and being a mom at the soccer and baseball fields with her two sons and husband.
Dina

Dina Munroe

Executive Assistant

Dina joined RIHEBC as a temp in March 2022. She fit in immediately and quickly proved that her experience and insights were invaluable. She became an official member of the RIHEBC team in September 2022. Dina has over 20 years of experience working as an executive assistant, starting as an administrative assistant in the insurance industry and growing her responsibilities through the years. Dina’s next stop was as the executive assistant to C-suite executives at a global manufacturer with its corporate headquarters in Rhode Island. In her free time, Dina loves spending time with her husband, son, and all of her family and friends. Dina and her husband love traveling to experience new locations and boating during our short Rhode Island summers.
