Dylan Zelazo
Executive Director
Dylan was named as RIHEBC's Executive Director in 2024. He previously worked as Director of Administration for the City of Pawtucket, where he supervised all department heads, developed the City’s annual budget, and oversaw economic development projects. Dylan previously worked as a Policy Analyst at the Rhode Island Public Expenditure Council. He holds a BA in Political Science from Providence College and an MPA from Indiana University Bloomington’s School of Public and Environmental Affairs. He resides in Cranston with his wife and three children.
Scott P. O’Malley
Chief Financial Officer
Scott joined RIHEBC in 1995 as an accountant and currently serves as the Chief Financial Officer of the Corporation. In addition to managing the finance and accounting activities of the Corporation, his responsibilities also include administering employee benefits. Scott is a member of the Government Finance Officers Association and the Association of Government Accountants. He earned a Bachelor of Science degree in Finance from Providence College and a Masters of Business Administration from Bryant College. In his spare time, Scott enjoys cycling, reading, traveling, and spending time with his wife and two children.
Jenn Almeida
Program Manager
Jenn started at RIHEBC in the fall of 2007 as the State Housing Aid Coordinator and has since been promoted to her current role of Program Manager. She holds primary responsibility for the administration of School Housing Aid and SBA Capital Fund grants for Rhode Island’s public school districts and charter schools. Through her hard work and dedication, Jenn has ensured that the state’s school construction projects receive their share of state aid in a timely fashion. She is always willing and able to devote time away from her main duties to assist with other critical projects. Prior to RIHEBC, Jenn worked in the insurance and banking industry for nearly ten years, including working as a licensed real estate professional with Century 21 in the beautiful coastal community of Bristol. Outside of her professional life, Jenn enjoys spending time with her husband and two boys, as well as their Cavapoo, Leo. Jenn values family, learning and maintaining a healthy balance between her professional and personal life.
Dina Munroe
Compliance and Office Manager
Dina joined RIHEBC as a temp in March 2022. She fit in immediately and quickly proved that her experience and insights were invaluable. In September 2022, she officially joined the RIHEBC team as an executive assistant, and in July 2026, she was promoted after taking on additional responsibilities. With more than 20 years of experience as an executive assistant, Dina began her career as an administrative assistant in the insurance industry, steadily expanding her responsibilities and expertise over the years. Before joining RIHEBC, she served as executive assistant to C-suite executives at a global manufacturing company headquartered in Rhode Island. Outside of work, Dina enjoys spending time with her husband, son, and extended family and friends. She and her husband also share a passion for travel and enjoy exploring new destinations together.
Christopher Dauda
Finance Analyst
Christopher joined RIHEBC as an intern while completing his Bachelor of Science in Finance at Rhode Island College. During his internship, he worked on a variety of financial analysis, reporting, and data-driven projects that supported the Corporation's mission and operations. After demonstrating strong analytical and problem-solving skills, Christopher joined RIHEBC full-time as a Finance Analyst. In addition to his role at RIHEBC, Christopher serves as a Staff Sergeant in the United States Air Force Reserve, where he has over six years of experience in operations, data analysis, and leadership. He is also pursuing a Bachelor of Science in Data Analytics at Southern New Hampshire University to further strengthen his technical and analytical expertise.
Outside of work, Christopher enjoys photography, investing, traveling, and spending time with friends and family. He also serves as Head Basketball Coach at Meeting Street School, where he is passionate about mentoring student-athletes and helping them develop both on and off the court.
