NOTICE IS HEREBY GIVEN that a public hearing will be conducted by the Rhode Island Health and Educational Building Corporation (the “Corporation”) on Tuesday, August 4, 2026 at 10:30 a.m. via teleconference line in lieu of physical presence at the public hearing. Members of the public may use the dial-in information provided at the end of this notice to access the hearing.
The purpose of the public hearing is to consider the proposal of Excel Academy Rhode Island, a Rhode Island non-profit corporation (the “Institution”), that the Corporation issue its Series 2026 Notes in a maximum aggregate face amount not to exceed $27,000,000 in one or more series of notes, as part of a plan of finance (the “Notes”), for the benefit of the Institution.
The proceeds of the Notes will be loaned to the Institution and will be used by the Institution to finance (a) the acquisition, interior demolition, renovation, improvement, furnishing and equipping of a new high school building, consisting of a five-story building of approximately 47,500 net leasable square feet of above grade floor space plus a partial basement used for mechanical storage, located at 291 Westminster Street, Providence, Rhode Island 02903 (the “Project”); (b) the funding of capitalized interest on the Notes, if needed; and (c) the payment of certain costs of issuance and other common costs of the Notes.
The owner and/or operator of the Project financed with the proceeds of the Notes will be the Institution. Neither the State of Rhode Island nor the Corporation is obligated to pay the principal or redemption price of or interest or premium on the Notes and neither the faith and credit nor the taxing power of the State of Rhode Island or of any municipality or political subdivision thereof is pledged to the payment of the Notes. The Corporation does not have taxing power.
Interested members of the public are invited to participate in the hearing and to offer comments and ask questions with regard to the issuance of the above-referenced Notes and their purchase to be financed by qualified 501(c)(3) bonds, as defined in section 145 of the Internal Revenue Code, issued by the Arizona Industrial Development Authority and the location and nature of the Project to be financed therewith by using the following toll free call-in numbers and Meeting ID and Passcode:
